Resume

§  Professor Joël Sotamenou was born in Cameroon on May 11, 1979. He received a PhD in Economics from the University of Yaoundé II (Cameroon) and the French Center for International Cooperation in Agricultural Research for Development (France) in May 2012. He is currently a lecturer in the Department of Public Economics at the University of Yaoundé II- Soa. He is a member of numerous learned societies and has published about thirty relevant scientific articles in the fields of agriculture and environment.

Professional Experience as consultant

§  As an expert consultant and promoter of the Study - Consulting - Consulting Firm in sustainable development Ets SOTAMENOU CONSULTING, in May 2025, we brought to the attention of MINHDU as part of the general meeting on the management of urban waste resources, our suggestions for sustainable management of urban solid waste in Cameroon in general and in Yaoundé in particular. Our suggestions were based on a paper we published in 2018 which proposed a tool for evaluating the performance of urban solid waste in Africa. In our contribution to these general meetings, we outlined the actions to be considered in order to improve the public service of solid waste management in Cameroon. These include, among others, improving access to solid waste management services for the greatest number of households, good spatial distribution of garbage bins, effective implementation of sanctions against all polluters, a level of investment in waste management infrastructure, institutionalization of pre-collection and composting with the financial participation of households, and compliance with the principles of sustainable development.

§  We supported the National Observatory on Climate Change (ONACC) teams in carrying out a study between October 2024 and May 2025 on the assessment of losses and damages linked to the impact of climate change on the main agricultural products of Cameroon's five agro-ecological zones. The main findings are that losses due to climate change on key crops in Cameroon amount to nearly 800 billion FCFA, of which nearly 50% are recorded solely on cocoa.

§  In 2023 and 2024, we carried out two studies on behalf of ACF (Action Against Hunger). One focuses on the barriers to the adoption of agroecological practices in the municipalities of Tokombéré , Mora, Koza , Dargala and Mindif and the other portrait on the analysis of the impact of ACF actions in the Far North of Cameroon. It emerges overall that

§  On behalf of FAO in November 2022, we conducted a study as a principal consultant within the framework of the READYESS project. The objective was to assess the impacts of changes on agriculture in the North (communes of Garoua, Poli, Guider, Tcholliré ) and Far North regions of Cameroon (communes of Maroua, Mokolo , Maga, Bogo , Yagoua ).

§  In 2019, we supported the ONACC teams in carrying out a study aimed at assessing the impact of climate change on food production in the Central, East , Far North and Southwest regions of Cameroon. The study conducted in 2021 on behalf of ONACC was entitled "Assessment of the effects of climate change on food crops in the North, Adamawa, West and South regions - Cameroon: costs and adaptation strategies.

§  Since 2019, as an expert, we have been actively participating in the review of their main study reports, as well as in the validation workshops for said reports.

§  Since 2015, we have been running training sessions for municipal magistrates on waste management strategies in Cameroonian municipalities, as well as on green projects, on behalf of the National Urban Training Program (PNFMV).
